PILA Practitioner Seminar - The Role of NGOs in Public Interest Litigation

PILA is delighted to be hosting the next in its series of practitioner seminars in February.

The role of non-governmental organisations in public interest litigation will take place on Thursday 9 February from 4pm - 5.45pm at the Arbitration Centre, Distillery Building, 145-151 Church Street, Dublin 1.

The seminar features Caoilfhionn Gallagher, Liam Herrick, TJ McIntyre as speakers and will be chaired by Dr Colin Harvey of Queen's University Belfast.

Caoilfhionn Gallagher is a barrister with Doughty Street Chambers, London, Britain's top human rights law chambers. She is dual-qualified, called to both the Bars of Ireland and England and Wales. Caoilfhionn is a human rights and civil liberties specialist, and has particular expertise in prison law and community care for children and vulnerable adults. She is a co-author of the best-selling Oxford University Press textbook on the Human Rights Act, Blackstone's Guide to the Human Rights Act (5th ed, 2009), and she has been appointed as a Council of Europe expert on Articles 10 and 11 ECHR.

Liam Herrick is the Executive Director of the Irish Penal Reform Trust (IPRT). He has a broad range of experience in the NGO and State sector, having worked with the Irish Council for Civil Liberties, the Department of Foreign Affairs, the Law Reform Commission and the Irish Human Rights Commission.

TJ McIntyre is a Lecturer in Law at University College Dublin where he specialises in issues involving information technology law and civil liberties. He obtained his BCL in University College Dublin achieving First Class Honours and obtained an LLM (with Merit) in University College London. He qualified as a Barrister in the Honorable Society of King's Inns, Dublin in 1998, where he achieved the Antonia O'Callaghan Prize for Advocacy, and was admitted as a Member of the New York Bar in 2007. He has also been admitted to the Roll of Solicitors in Ireland and practices as a consultant with Merrion Legal Solicitors where he advises on matters such as online defamation and domain name disputes. He is chairman of the independent civil liberties group Digital Rights Ireland and regularly appears in the national media discussing issues of law and technology.

Chairperson: Dr Colin Harvey is Professor of Human Rights Law, and Head of the Law School at Queen's University Belfast. He has held visiting positions at: University of Michigan, Fordham University, and the London School of Economics and Political Science. He served as a Northern Ireland Human Rights Commissioner 2005-2011, and was appointed to the Research Excellence Framework 2014 Law subpanel, and the REF Equality and Diversity Advisory Panel in 2011. He has taught and published extensively on human rights.
