IPRT: Abolishing Solitary Confinement in Ireland – 2 February, Dublin

The Irish Penal Reform Trust is delighted to invite you to the launch event of a major research study on the use of solitary confinement and restricted regimes in Ireland.

In November 2016, IPRT was awarded grant funding from the Irish Human Rights and Equality Commission for its project, Abolishing Solitary Confinement in Prisons in Ireland, an evidence-based research and awareness campaign of which our new report ‘Solitary Confinement in Prisons in Ireland’ forms a key part. The former UN Special Rapporteur on Torture Professor Juan Méndez will launch the report.

This report contains 25 key recommendations centering on the use of solitary confinement and restricted regimes in Ireland. Its goal is ambitious but achievable – the abolition of solitary confinement in Ireland in the short term and the gradual elimination of the use of restricted regimes with the ultimate target of 12 hours out-of-cell time daily for all prisoners across the prison estate.

Chaired by Professor Mary Rogan, other contributors will include: Dr Agnieszka Martynowicz and Dr Linda Moore, authors of the research; Michael O’Neill, Head of Legal Irish Human Rights and Equality Commission; and Martin Smyth, Director of Operations, Irish Prison Service; Clare Daly, T.D.; Professor Ian O’Donnell, UCD; with more to be announced.
