The European Anti-Poverty Network (EAPN) Ireland is holding a webinar on Thursday 14th December from 10am to 11am on the EU Recommendation on adequate minimum income ensuring active inclusion. This webinar will be an opportunity for our members and other colleagues to gain a greater understanding of the Recommendation and to discuss how it’s implementation in Ireland could improve access to adequate social welfare supports, essential services and an inclusive labour market.
The webinar will include an input on the Recommendation by Kahina Rabahi, the Policy and Advocacy Coordinator with EAPN (Europe), followed by a discussion.
Background on the EU Minimum Income Recommendation
The Recommendation on adequate minimum income ensuring active inclusion was adopted by the EU in January this year. It aims to combat poverty and social exclusion and pursue high levels of employment by promoting adequate income support and effective access to enabling and essential services for persons lacking sufficient resources and by fostering access to inclusive labour markets for those who can work.
In dealing with access to an adequate income for those who need it, the Recommendation includes a commitment by member states, including Ireland, to put in place a methodology for calculating what is an adequate income and addressing gaps in coverage and take-up.
Member states have agreed to report to the European Commission every three years on their implementation of the Recommendation and to report to the European Council of the 27 EU heads of state or Government in 2032.
The EU Recommendation was one of the commitments included in the European Pillar of Social Rights Action Plan agreed in 2021. EAPN has been campaigning in Ireland and across the EU for a strengthening of minimum income systems as a key element of the fight against poverty. This includes a legally enforceable EU Directive on Minimum Income, which EAPN continues to campaign for.
