Citizen’s Information Centre: Request for Tenders – closing date 22 November 2019

The Citizens Information Board (CIB) is the statutory body which supports the provision of information, advice and advocacy services to members of the public on the broad range of social services. CIB was established as a statutory body under the Comhairle Act 2000, as amended by the Citizens Information Act 2007 and the Social Welfare (Miscellaneous Provisions) Act 2008.

The Citizens Information Board (CIB) is a public body which produces a number of publications and runs the citizensinformation.ie website.

The organisation also funds and supports the Citizens Information Phone Service (CIPS), the network of Citizens Information Centres (CICs), the Money Advice and Budgeting Service (MABS), - the National Advocacy Service for people with disabilities (NAS) and the Sign Language Interpretation Service (SLIS). CIB refers to these funded organisations as ‘delivery services’.

Purpose of the Request for Tenders (RFT)

The Citizens Information Board, as a public body, must ensure full compliance with competitive tendering for the goods and services that it requires. This Request for Tender is subject to a contract value of not greater than €25,000 (exclusive of VAT). The Citizens Information Board will advertise all requirements over €25,000 threshold on the Government Portal - www.etenders.ie .  Tenders with a value of €25,000 or over will not be considered and will not be evaluated.

The purpose of this tender is to secure the provision of external Expert Support in relation to Employment Advocacy case work when required by the Advocacy Support Workers (ASWs) in the network of Citizens Information Services (CISs). 

The contract to commence on 10 December 2019 and to last for one year, with the potential for two 12-month extensions, subject to the overall costs not exceeding €25,000.

Description of the skills required for those providing the Employment Expert Support

a) Employment Law

(i)      Experience in taking employment and equality cases

(ii)    In depth knowledge of legislation and relevant case law

(iii)   Ability to grasp complex issues and advise on same

(iv)   Awareness of legislation and process changes and application of same

b) Other Issues

(i)      A good working practical knowledge of procedural matters when dealing with State Bodies and Freedom of Information and Data Protection legislation

  • Friday, 8 Nov 2019: Request for Tenders document sent to prospective tenderers.
  • Friday, 15 November 2019, 12 noon: Closing date and time for queries to this tender.
  • Friday, 22 November 2019, 12 noon:  Closing date and time for receipt of tenders.
