About IHREC:

The Irish Human Rights and Equality Commission (the “Commission”), Ireland’s national human rights institution and equality body, was established in 2014 through the Irish Human Rights and Equality Commission Act 2014 to protect and promote human rights and equality and to encourage the development of a culture of respect for human rights, equality and intercultural understanding in the State.

Section 42 of the Irish Human Rights and Equality Commission Act, 2014 imposes a statutory obligation on public bodies in performing their functions to have regard to the need to: eliminate discrimination; provide equality of opportunity and treatment for staff and persons to whom it provides services; and protect the human rights of staff and service users.

Role Overview (see Candidate Information Booklet for more):

The Commission seeks applications for the post of Higher Executive Officer for the Public Sector Duty Team. The role reports to the Public Sector Duty Manager and will assist the Commission’s work in promoting and supporting the effective implementation of the Public Sector Equality and Human Rights Duty across the public service. The successful candidate will develop and manage programmes and projects to raise awareness and support implementation of the Public Sector Duty by public bodies.

• Strong knowledge and understanding of equality and human rights, particularly in organisational settings;

• Strong communication, negotiation, and relationship management skills with the ability to fully engage with a range of stakeholders;

• Knowledge of the civil and public sector in Ireland;

• Strong presentational and interpersonal skills;

• Strong project management skills;

• Strong research and analytical skills;

• Excellent event management skills;

• Ability to work as part of a team;

• Ability to work under pressure to tight deadline;

• Ability to take a strategic approach in the delivery of key policy objectives.

Desirable Requirements

Knowledge and understanding of the Public Sector Equality and Human Rights Duty and / or equality and human rights mainstreaming practices in the public sector.
