Irish Human Rights and Equality Commission Request for Tender: Overseas Capacity Development Project Lead - deadline 17 September

The Irish Human Rights Commission (IHRC), through the support of Irish Aid, is undertaking a capacity development partnership programme with colleague National Human Rights Institutions (NHRIs) in Sierra Leone and Malawi. The IHRC is seeking a qualified contractor to implement this project. The duration of the contract is 12 Months.

Contract description

The Project Officer will be contracted to develop and implement the Irish Human Rights Commission’s NHRIs capacity building project.

(a) The Project Lead shall be responsible for:

  1. Delivering on the third year of a three year capacity building programme agreed with the National Human Rights Commissions of Sierra Leone and Malawi and based on agreed Work Plans;
  2. Liaising with Irish Aid, the African Network of NHRIs, OHCHR, UNDP and other organisations, key partners and good practice NHRI capacity building examples and avoiding duplication of efforts;
  3. Working with a liaison officer to ensure the effective management and implementation of the project to deadline and budget;
  4. Working with the IHREC to ensure implementation of programmes on the ground, including provision of: 1) training on research & report writing and support to the development/publication of thematic reports; 2) training on business & human rights; 3) implementation of website review recommendations; 4) support for the development of human resources processes; 5) organisation and support for study visits.
  5. Assessing the effectiveness of programmes undertaken through ongoing monitoring and evaluation throughout the year and supporting a final year evaluation;
  6. Assisting in compiling the IHREC Final Project Report to Irish Aid;
  7. Implementing Commission policy in relation to this project,

(b) The Project Officer shall keep the liaison officer informed of the progress of this contract and shall be accountable to the Acting Chief Executive IHRC or designated officer in IHREC for the successful execution of the contract requirements.
